I belong to the 1984 Indian Audit and Accounts Service (I.A.A.S.) presently holding the post of Principal Accountant General (Accounts &Entitlements) in the state of Karnataka, Bangalore, India.I have been holding State/National level posts during this period. I have been associated with inter and intra Governmental Agencies, Government Delegations, Governmental and Non-Governmental bodies, Companies and Corporations which have National and Global presence. As a leader, I can lead my team with strong managerial and leadership skills and demonstrate it with more viability to build teams and serve as a model to others. Identified the strategic issues, analyzed the risks and managed it to create an enabling environment; to effectively lead and motivate the team for enhancing their initiatives; to promote team spirit, good judgment and decision making. I could provide direction and leadership in all phases of work, including Administration, Audit right from strategic planning, reviewing the key risk areas against the parameters for better Monitoring and evaluating and Reporting to Senior Management. I have in-depth knowledge and experience in examining the reliability and integrity of the internal control systems of the organization. I have widely travelled in Africa as early as 1989 Logos (Nigeria), Benin, Zaire (Kinshasha), Harare (Zimbave) and went as the Head of the Missions to FAO (Mexico City), Columbia(Bogota), ICGEB, Trieste (Italy) and New Delhi (India). I have been consistently involved in problem resolution methodologies and participated in Arbitration and Alternative Dispute Resolution Teams. I could mobilize resources at an optimum cost both internally and externally. Led dialogue with the World Bank, KPMG (UK), DFID (UK), JBIC Japan, Government of India to obtain the best from them and maintained productive and professional relationship. I have also conducted Audit of UN agencies and Embassies in Africa, Europe and Latin America. I have a good understanding about Africa and African community. Risk Based Approach was cast to utilize the human resources optimally, for assessing the risks and thus establishing an inbuilt control mechanisms and compensating controls / risk management to mitigate the risks and problems. I have analyzed the risk and also the return, paving the way for risk diversification. I have functioned as Controller of Administration in the National Technical Research Organization (NTRO), which is under the direct charge of the National Security Adviser in the Prime Minister’s Office. As a Member Secretary of the NTRO Management Council, I have conducted Various Conferences Seminars, Inter-Active Sessions both of International and National importance. This enabled the assessing of risks and establishing inbuilt control mechanisms and compensating controls to mitigate the risks and problems. As a Controller of Administration, I could strike a balance amongst the heterogeneous society drawn from various cadres and services. As Principal Director of Audit of Ordnance Factories, I have developed Audit plans and conducted detailed performance audits of the various facets of ordnance factories functioning and other allied units. I have executed many programs in Public, Private Partnership while working as Finance Director in Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB). Developed strong presence of Internal Audit Teams, including Management Audits, in identified thrust areas to improve the Oversight function. As the Finance Director I could understand, interpret and execute various financial modules for multiple functioning. It did not merely add value to system rather it became a force multiplier. I can work and lead a team and perform well under pressure. Throughout my career I have ventured to enhance my professional skills and competencies in governance, implementation, financial management, marketing, audit and capacity building. I have developed my inter-personal skill in the multi ethnic and multi cultural environment by striking a balance amongst them and maintaining effective and cordial relationship with all. I introduced Cost, Profit Centers and Strategic Business Units to make the Units more efficient and effective in self sustaining capacity. Wherever I worked I have automated process and computerized the Systems to bring in more responsibility, transparency and higher Accountability. The complex functions and transactions were dealt with ease, flexibility and transparency and to promote synergy amongst them. The acumen acquired, competencies reared, responsibilities shouldered, duties delivered during the past years have encouraged me to take up new challenges and deliver effective governance. Tactful negotiation, effective communications building trust with peers, clients, officials and staff, administering multiple solutions to the strategic key issues helped me to carry out the responsibility successfully. By the Post Graduate Degree in Defense and Strategic Studies and passing CIA, CISA and CRISC, PG Dip in Alternate Disputes Resolution and Cyber Laws certifications and the administrative and auditing experience provided me to understand the international working conditions and banking concern to work towards a stable economy with tangible results in any region. |
